Parole Illinois: “Reforms to the Illinois Prisoner Review Board: Qualifications and Duties”

The study found that the average time served by life prisoners before their first parole release has increased from 11.6 years for those paroled in the 1980s to 23.2 years for those paroled between 2000 and 2013. This trend toward longer time served before parole release is extending the length of prison terms and fueling the growth of life imprisonment.
