The idea behind the cap is that long prison sentences, let alone life sentences, are not effective at deterring or preventing crime. Not only is the threat of imprisonment a weak deterrent, but people also age out of crime — meaning that a 30- or 40-year sentence often keeps people in prison well past the age at which they’re likely to commit crimes.
